Crazy Arrogant Baby Loses Every Television Viewer
Operation: C.A.B.L.E.-T.V. is the first story in the ninth episode of Season 1 of Codename: Kids Next Door. It aired on January 24, 2003 on Cartoon Network.

Summary[]
A villainous half-man, half-baby named Mr. B gives the Kids Next Door a television series of their own.
Plot[]
It starts when a show called the Kid-Tacular Kids Channel came on and showed three Rainbow Monkey shows coming up and then the K-T satellite got shot by the KND. Just then at the Kid-Tacular Kid’s Channel studio, two adults and a small man named Mr. B. (he looks like a baby dressed in a suit wearing a diaper with a cigar in his mouth, though we can't see him yet) entered the Kid-Tacular Kids Channel company. Mr. B gets upset when everyone calls him a baby, so all the employees just say, "Hello" when he walks in.
The elevator goes to his office on a certain floor, where he fires his secretary, thinking she said, "baby" when she actually said, "Maybe." While talking to his helpers about his satellite, the KND bust in, telling him to stop sending in Kid-Tacular satellites and messing up their global satellite world-wide web. Numbuh 5 saw that Mr. B was a talking baby and Numbuh 1 was puzzled at the fact that Mr. B is a small man wearing a diaper but he is indeed a baby and Numbuh 3 held Mr. B in her hands and treated him like a baby and put him down. During their conversation, Numbuh 2 says that the Kid-Tacular Channel is for babies and made Mr. B angry causing him to accidentally wet himself. Snapping his fingers one of his helpers then places him on the desk and proceeds to change his diaper in front of the KND.
Afterwards, Mr. B, who was impressed with Sector V battling adult tyranny, tricks them, by asking them to be on a television show. At first, Numbuh 4 refuses, but Numbuh 1 thought it was a great idea: He wanted to spread the KND message to the whole world with Mr. B’s cameras and expertise and Nigel Uno's satellite web. Mr. B suggested that Numbuh 1 could be a star. And he could pretty much say whatever he wanted but with a cue card or two and Numbuh 1 agrees although Numbuh 2, 3, 4, and 5 were a bit puzzled and a little suspicious. At their treehouse, the KND perform a little dance number and Numbuh 4 interrupts. He hated the cruddy capes they were wearing and Numbuh 1 agreed. But Mr. B was impressed with the performance especially with Wally’s anger issues and gave him a Kid-Tacular technology weapon, which shot out a flag and sung, “Let’s be friends,”. This made Numbuh 4 even more angry and left. Numbuh 1 knew Numbuh 4 was right because the Kids Next Door don’t sing or dance. Mr. B understood so they skipped the song and decided to do the fight part to battle a robot named Homework-O the evil robot to keep kids from doing their homework. Then Numbuh 5 left with Numbuh 2 to “find their rooms” leaving Numbuh 1 and 3 fighting a robot. As Homework-O arrived, Numbuh 1 stopped and Numbuh 3 read 2 script cards and after Kuki read that the robot was about to “knock them out with one of his terrifying claws”, the robot really did and caught poor Numbuh 1. Mr. B. told them he tricked them to get his hands on their satellite web and use his new device called a baby ray to transform adults into babies, so no one would call him “baby” again. Then he put his cigar in a machine and his baby ray was on and decided to make Numbuh 1 Mr. B’s first victim. As the ray was on, it turned 2 people into babies.
Nigel tried to tell the KND, “Battle Stations,” but they were tied up in a chain, with handkerchiefs on their mouths. The baby ray moved along towards Numbuh 1 at first, it turned a video camera into a regular camera. Before the baby ray hits Nigel, he used his glasses and it reflected, hitting the camera's lens and hitting the chain, freeing the KND. They punch the robot into the ray and it turned into a toaster. Nigel unties his friends and said, “Sorry,” and he blew it and felt bad but his team weren’t mad and after Hogarth said, “save me,” Mr. B thought Numbuh 2 said, “baby,”, which gave them an idea. Considering the fact that Mr. B is a baby, they talk baby-ish to their foe, and Numbuh 5 said, “Aww. What’s the matter, baby? Are you getting cwanky-anky?,” Numbuh 1, 2, 3, and 4 understood what Numbuh 5 was doing so they got in on it as well. And Numbuh 4 said, “Aww. Did the baby wet is his nappy-wappy again?,” as they lured Mr. B towards the ray, Numbuh 3 said, “Oh. He’s such a cute baby,” and then Numbuh 4 said, “Aww. I think the baby is cwying,” as Mr. B pretended that he just had something in his eye as Numbuh 1 then said, “Poor baby,” then forcing Mr. B into the ray, turning him into a baby (although he didn't change his appearance). Numbuh 2 figured that the ray would turn him into an egg and Numbuh 4 said that he looked different without the cigar. Numbuh 1 then turns off the beam to prevent further harm.
The KND wonder what to do about Mr. B, in which Wally suggested that they should spank him like Count Spankulot and Kuki suggested they should keep him, before his helpers, who turn out to be his parents, take Mr. B away and explain to the KND that they'll raise him to be a nicer, friendlier person. Nigel throws the age-changing device, which is a cigar in disguise, out the window, which the Delightful Children From Down The Lane finds, foreshadowing Operation: G.R.O.W.-U.P.

Mr. Big: Did you say, Global Satellite Web?
Numbuh 5: Check it out! A talking baby!
Mr. Big: I am not a baby! I AM A MAN! A MAN!
Numbuh 1: A man that wears diapers?
Mr. Big: Jump to conclusions why don't you.
(Numbuh 3 picks up Mr. Big.)
Numbuh 3: Aw, so cute! Who's a cute baby? Is it you? Is it you?
Mr. Big: Put...me...down.
Numbuh 3: Silly baby!
Mr. Big: Ugh! Listen! Could a baby create the kid-tacular channel? THE GREATEST KIDS NETWORK OF ALL TIME?
Numbuh 4: Blech!
Numbuh 2: Those things are for babies.
Mr. Big: It is not for babies! I have had it with you, oh. Oh. Now look what you've done. You've made me wet myself.
(He snaps for his assistant.)
Mr. Big: So, who are you kids anyway? And why do you have your own satellite web?
Numbuh 1: We are the Kids Next Door. We protect children from adults in an oppressive way.
Mr. Big: You think it's right, huh? Empowering yourselves in all that jazz. Interesting angle. You know, I like it! I really like it! Yeah! You kids have your own television shows. You are perfect!
Numbuh 4: On your cruddy channel? Forget it!
Numbuh 1: Hold on, Numbuh 4. What's in it for us?
Mr. Big: My camera's expertise, your satellite web. We can spread you Kids Next Door's message to the entire world! And as leader of the team, You could be a star!
Numbuh 1: I'll be able to say whatever I want?
Mr. Big: Yeah, sure. Pretty much.
Numbuh 1: No stupid scripts?
Mr. Big: We'll give you a cue card or 2. You'll have complete control.
Numbuh 1: Hmm, alright. You've got a deal, baby!
Mr. Big: Hey, hey, hey. That's great. I AM NOT! Heh, heh, just sign here.
Numbuh's 2 - 5: Hmmm.
(Now in the KND HQ.)
Mr. Big: Alright, kids. Just like we rehearsed. ACTION!
Announcer: It's the Kids Next Door Fun-Time Variety Hour!
(Sung.)
KND: We're the Kids Next Door, and we just got a show. We know you're gonna love it, so here we go.
Numbuh 1: I'm Numbuh 1! Let's have some fun!
Numbuh 2: I'm Numbuh 2! We've got some cool things to do!
Numbuh 3: I'm Numbuh 3! Will you play with me?
Numbuh 4: I'm Numbuh 4 and I can't take this anymore!
(Song stops.)
Numbuh 4: I can't believe we're doing this. Look at us! We're in cruddy capes! This is our message?
Numbuh 1: Mr. B, this wasn't the plan I had in mind.
Mr. B: Nonsense, you kids are fantastic! I had chills! Very empowering! (to Numbuh 4) And you, my boy. Such fire, such anger! The girls are gonna love ya! Especially with you cool Kid-Tacular technology weapons.
Homeworko: I am Homeworko. I am Homeworko. Prepare to do your homework!
Numbuh 1: Ugh! That is the last straw!
Mr. Big: Hey girl kid! Don't stand there! Read you lines!
Numbuh 3: Oh no! It's Homeworko! The robot who doesn't want kids to do their homework! And he's about to knock me out with one of his terrifying claws! Well, that's not very nice.
(Outside, the DCFDTL sees something that came from Mr. B. Bruce picks it up.)
DCFDTL: Hmm. (evil laugh)
Trivia[]
- The employees at the Kid-Tacular Kids Channel are background characters often used throughout the show.
- It's a wonder how Numbuh 5 was able to blow up Mr. B's doors, when the N.A.C.H.O.W.I.T.Z.E.R. only shoots cheese.
- This is the first episode where the villain is a baby. The next one is the Season 5 episode, Operation: D.I.A.P.E.R..
- Numbuh 1 continues to publicly advertise for the Kids Next Door, like he did in Operation: P.O.I.N.T..
- This is the first time Sector V willingly allows adults to enter their treehouse.

- The villain of the episode, “Mr. B”, is probably based after the character “Baby Herman” from the movie Who Framed Roger Rabbit? as the two are both babies with deep male voices and cigars.
- The song and dance performed by Sector V was based on a Brady Bunch episode.[1]
Errors[]
- One of Mr. B's older male employees greets him with "G-good morning, sir", but in a female voice.
- When Mr. B first enters his office, one of the twin doors is open and the other is closed. The closed door is later slightly open after Mr. B yells at his secretary.
- Numbuh 4's S.P.L.A.N.K.E.R. disappears and reappears between shots in Mr. B's office.
- The glass shards on Mr. B's desk is missing when he turns around in his chair to face the KND, but returns after Mr. B is put down by Numbuh 3.
- Numbuh 3's height changes between the two team reaction shots when Mr. B proposes the KND TV-show, from being about as tall as Numbuh 2, to being almost a head taller.
- When Numbuh One deflects the age-changing ray and frees the rest of Sector V and they try to attack Mr. B, Numbuh 2's hat changes colors.
- When Sector V started baby-talking to Mr. B, Numbuh 2's neck is colored white like his shirt.
